Formal letter writing is for people that you are not really familiar to and when the relationship between you and them is not really strong. But informal letter writing is for people whom you have very close relationship with. For example, you would write a formal letter to a person of higher authority like your boss and would write an informal letter to a family member.
Depending on the situation, the tone and register would be different. For example, a more demanding and serious tone may be used in complaint letters, and a more courteous one when enquiring. This would affect the feelings of the writer and hence the message would be more efficiently brought across.
