Yes. For example, when we received bad service upon visiting one of their shops, we would write a formal letter to the manager to lodge a complaint, in which the manager will write us back an apology letter with tis register being formal, and its tone being apologetic and polite (unless the manager feels otherwise for some reason).

A formal letter would most of the time be written on an occasion when you would like to write to someone whom you have never actually met before and would like to discuss about something involving them.
